Emergency Assessment
Quickly evaluate the type and severity of the emergency
30-60 seconds
Tools: Emergency response flowchart, Radio communication

  • Identify the nature of the emergency (fire, release, explosion, etc.)
  • Determine if personnel are at risk
  • Assess if the emergency can be contained with local measures
  • Decide if unit shutdown or facility-wide shutdown is required

Alarm Activation
Activate appropriate alarms and notifications
30-60 seconds
Tools: Alarm activation points, Radio or phone communication, Emergency call system

  • Activate local emergency alarm system
  • Notify control room of emergency situation and location
  • Ensure emergency response team is notified
  • Activate facility-wide alarm if necessary

Process Shutdown
Initiate shutdown of affected process units
1-2 minutes
Tools: Emergency shutdown buttons, Control system access, Process monitoring displays

  • Press emergency shutdown button for affected unit(s)
  • Verify critical systems begin shutdown sequence
  • Monitor critical parameters during shutdown
  • Isolate affected unit from interconnected processes if possible

Utility Management
Manage utilities to support safe shutdown
1-2 minutes
Tools: Utility isolation procedures, Emergency power systems, Utility status displays

  • Maintain instrument air supply for pneumatic shutdown valves
  • Maintain electrical supply to critical safety systems
  • Isolate non-essential utilities from affected area
  • Ensure emergency power systems are functioning

Personnel Evacuation
Ensure safe evacuation of all personnel
3-5 minutes
Tools: Evacuation route maps, Personnel roster, Radio communication, First aid kits

  • Direct personnel to nearest safe exit route
  • Account for all personnel at designated assembly points
  • Report missing personnel to emergency response team
  • Provide first aid as needed at assembly points

Incident Command Establishment
Establish incident command structure
5-10 minutes
Tools: Emergency response plan, Command post kit, Communication equipment, Site plans

  • Designate incident commander based on emergency response plan
  • Establish command post at safe location
  • Implement emergency response plan appropriate to the incident
  • Coordinate with external emergency services as needed
